Alongside economic strength, research and development, cultural interaction, livability, environment, accessibility ad GDP per capita, the magazine also took COVID-19 death figures into consideration, Tokyo’s number 1 spot is mainly contributed to Japan’s response to COVID-19 — which included closing its borders and postponing the Olympics.
